PROPAGANDA MUST BE CAREFULLY TIMED

Timing was important to Goebbels’ propaganda dispatches, and being first to deliver news affected the impact of the message as far as he was concerned. From Goebbels’ Principles of Propaganda by Leonard Doob:

“Whoever speaks the first work to the world is always right,” Goebbels’ stated flatly.

The belief was that the entire public conversation with enemies, through news reports, could be framed by being the first party discussing the event. Then, any opponent messaging would merely be a response to your original communication. That first impression drove the conversation.
